Notice of Annual Meeting and Board of Directors Election

Official Notice from the Secretary of the Board of Directors

The FRB Federal Credit Union’s Annual Meeting will take place on May 17, 2018 at noon in the Wilson Conference Center of the Board of Governors at 1801 K Street, Washington D.C. 20006, and in the River room of the Federal Reserve Bank of St. Louis.  In 2018 members will be asked to elect candidates to fill five (5) vacancies on the Board of Directors. 

The election will be conducted by electronic voting or by pre-distributed paper ballot. The electronic voting will open on April 17 and close on May 17 at 1:45 p.m. Each member will receive access to an electronic ballot or may request a paper ballot if preferred.   Paper ballots must be received at the designated address, no later than 1:45 pm on May 17. Members will be able to vote electronically at the meeting until the cut off time.  The results will be announced by the chair before the close of the meeting.

The Board of Directors appointed this year’s Nominating Committee, Peter Both, Chairman, Christian Miller, Tom Pollaci, Shine Sebes, Gary Auer and Kwayne Jennings, Alternate.   The Committee having met has nominated 10 members in good standing.

Any other member interested in running for the Board may seek nomination by a petition signed by no less than 1% of the FRB Federal Credit Union’s membership.  The Credit Union has 5,700 members.  No less than 57 members must sign a petition. Each nominee by petition must submit a brief statement of qualifications and biographical data with the petition. The closing date for receiving nominations by petition is no later than April 4, 2018   To be effective, any nominations by petition must be accompanied by a signed certificate from the nominee stating that he/she is agreeable to nomination and will serve if elected to office. Darnetta Bondon – Incumbent

Darnetta has been a member of the credit union since 1984 and a credit Union Board member for the last three years.  She works in the division of Information Technology in the Project Management Office where they create and implement project standards for the division.  Darnetta has been a representative for the Board in their partnership with Jump Start, which is a Financial Literacy group.  She teaches financial education to groups of all ages from Girl Scouts, Colleges and churches.  Darnetta is a member of Toastmasters International and a Network Marketer with It Works global, a health and wellness company. Darnetta earned a B.S. in Mathematics from Norfolk State University and an M.S. in Project management from GW.  She also holds a Project Management Professional (PMP) certificate.  Darnetta’s moto, is “Dare to Be Different” and she believes we should always give back to those less fortunate.

Valerie Coleman – Incumbent

Valerie has been a member has been a FRB FCU member since 1988.  She currently holds a position on the Board of Directors of FRB Federal Credit Union. Valerie has been an employee of the St. Louis Federal Reserve for 38 years.  She was recently promoted to Specialist in Public Affairs.  Her responsibilities include program and events coordinator for President Bullard and Industry Relations, relationship manager for the Little Rock Branch, and managing the Bank’s Speakers Bureaus and use of Bank premises.  Valerie is a member of the AACTIVE Employee Resource Group.  She is also very involved in the community.  Valerie served as the Chair for the senior’s project graduation 2017 and is currently serving as co-chair for project graduation 2018.  Valerie is an advocate for helping those in need.  She donates monthly to St. Jude Children Foundation and The United Way of Greater St. Louis, as well as other organizations.  Valerie graduated Summa Cum Laude, with a bachelor’s degree in Corporate Communications.  She has been married to her husband, Nelson, for 27 years.  They live in St. Louis and have two children, Danyelle and Zachary. 

Jennifer Detering

Jennifer has been an FRB FCU member since 2013. She is a Senior Financial Analyst in Reserve Administration and Account Coordination at the Federal Reserve Bank of St. Louis.   Jennifer has been at the bank for 5 years where she monitors Reserve Requirements for Depository Institutions and manages Eighth District mergers.  Jennifer serves as the Vice-Chair of the bank’s volunteer resource group, FEVR and is an active member of the bank’s employee resource group, the VIEW.  Prior to working at the Fed, Jennifer was a Regulatory Examiner with the Office of the Comptroller of the Currency where she focused on Safety and Soundness and Consumer Compliance examinations.  Jennifer holds an MBA from Webster University and a BSBA in Business Administration with Emphasis in Financing and Banking from the University of Missouri - Columbia. 

Evangeline Edwards – Incumbent

Evangeline Edwards joined the Federal Reserve Board and has been a member of the FRB Credit Union since 1984.  Currently she is the Manager in the Technology Operations Section in the Division of Consumer and Community Affairs (DCCA).  She is responsible for overseeing the DCCA Help Desk operations.  Evangeline has been part of Board of Directors since 2009, she serves as a member of the DCCA Employee’s Committee and has been a member of the FRB Toastmasters Club for several years.  As a member of the FRB Credit Union she informs new Federal Reserve Board staff and family members about the services of the Credit Union and encourages them to join the Credit Union for their financial needs.  Evangeline has worked in various roles in the Division of Research and Statistics, Division of Monetary Affairs, and joined the Division of Information Technology through the Board’s Upper Mobility Program.  Prior to joining the Federal Reserve Board, Evangeline worked as a bookkeeper at the Business Professional and Women’s Foundation, was an Office Manager at the Fort Washington Boy’s and Girl’s Club and worked as an Administrative Attendant at Greater Southeast Community Hospital responsible for maintaining the emergency room medical charges for patients.  Evangeline graduated from George Washington University in Washington, D.C. with a Masters in Computer Information Systems Science and a certificate in Project Management from University of Phoenix.  She enjoys family, friends, cooking, shopping, and helping or volunteering when it comes to the youth and seniors.

Ken Franklin – Incumbent

Ken Franklin currently serves as Vice-Chairman on the FRB Federal Credit Union Board of Directors.  He is also a part of the Asset Liability Management Committee within the Board of Directors.  Ken has been a member of the credit union since 2002.  Ken served on the Board of Directors of Four Four Credit Union beginning in 2008 and was serving as Treasurer at the time of its merger with FRB Federal Credit Union in August of 2015.  He played an integral role in ensuring a successful merger of the two credit unions to add the St. Louis location as an additional branch.  Ken has worked for the Federal Reserve Bank of St. Louis since December of 2001.  He is a Senior Analyst in the Supervision Division and is responsible for budgeting and financial reporting.  Ken has earned a CPA certificate, as well as BS in Accounting from University of Missouri where he graduated Cum Laude.

Trudy Guinther

Trudy has been a FRB FCU member since 2010. Within the last year, she retired from the St. Louis Federal Reserve Bank.  During her twelve years as Senior Project Manager within the Desktop Services Center/End User Services, she managed teams delivering over 30 computer system implementations and fifteen high priority objectives.  Those initiatives affected the entire FRS enterprise providing opportunities to work with every District, many user groups, and touched all 24,000 employees.  Within her total 31 years of employment, there were another 20+ computer system implementations for other companies for a career total of over 55 computer system implementations.  To top it off, the largest and most unique project was directing 40 staff handling computer and telecommunications at the 1984 Los Angeles Olympics.  Other past positions included financial responsibilities:  management of two payroll operations, chairing year end close (account closures, W-2s, tax payments, merger activity, benefits enrollment), and contract management.  Her charitable outreach encompasses blood donations as well as monetary contributions to many local and international groups:  American Red Cross, Habitat for Humanity, Forest Park Forever, Doctors Without Borders, etc. Educational credentials include Masters in Business Administration, Bachelors in Education, PMP (Project Management Professional), ITIL certification, and two business certificates from MIT's Sloan School of Business. Throughout her life she has relied on affordable credit union services for savings, checking, home mortgage, home equity loan, and online bill payment.  She look forward to insuring these services remain available and affordable to you.

John Michels

John joined the Board of Governors in 2013 and has been a member FRB FCU member since 2015. John is a Manager, Information Technology in the IT Division of the Board of Governors and is responsible for a team of platform administrators who oversee encryption, database and middleware technologies. John serves on several Board IT Division work groups and committees including the Staff Management Committee, Technology Management Committee, and Information Technology Advisory Group. John has nearly twenty years of combined service in the public and private sectors starting as a researcher, fact-checker and speech writer and evolving into a technology career first at Hewlett-Packard Company followed by thirteen years at US Postal Service. John has a Bachelor of Arts in Liberal Arts from St. John’s College, Annapolis. John lives in Annapolis, Maryland with his wife Sophia and two children, Nadia and Ivan, and is active in the local children’s sports programs, schools, and community association.

Harry Mizrahi

Harry joined the FRB FCU in 2017 and has been an Officer of the Federal Reserve Bank of New York for four years and works in Supervision’s Capital Program (including CCAR). Harry is a member in good standing of the FRB Federal Credit Union. Prior to joining the Federal Reserve, Harry started two consulting firms (Rainier Capital and Columbia Capital Consulting Group)  which advised US and international financial institutions on risk management and wholesale credit portfolios; led a credit enhancement team at bond insurer Ambac; and held senior roles with merchant banking firm Eastbridge Ventures and Reichmann Family Interests in New York and London. Harry was also COO and Director of publicly-traded AQQ and spent many years as a financial institutions investment banker at Salomon Brothers and Smith Barney. Harry earned his BA at Northwestern University, his MBA at Columbia Business School and attended Harvard’s Kennedy School of Government.  Harry’s current board experience includes the Capital Markets Credit Analyst Society and 145 Tenants Corporation. Previously, Harry served on the boards of Brooklyn arts non-profit Streb, Inc., for 10 years and American Spectrum (AQQ; NYSE Markets) for three years.

Deryck Toney

Deryck joined the FRB FCU in 2016, he is currently a senior underwriter with Freddie Mac.  He relocated from the New York area in June 2010, starting out with the firm’s Multifamily Asset Division.  Since May 2016, Mr. Toney has been responsible for underwriting multifamily targeted affordable housing loans. Prior to Freddie Mac, Mr. Toney had a thirteen-year stint with the not-for-profit insurance and investment organization, TIAA-CREF.  He started out as an internal auditor before holding various roles within the company’s Mortgage and Real Estate Division.  Mr. Toney is a CPA having worked at Ernst & Young earlier in his career.  He was also an adjunct professor at Brooklyn College, NY and taught full-time at Rice High School, NY.   His credentials include a BBA in Public Accounting and an MBA received from Pace University, NY. Mr. Toney is married with two children and lives in Northern Virginia. Outside of work, he enjoys bike riding, traveling and listening to music.  He was born and raised in Trinidad & Tobago and migrated to the United States in 1984. 

Winona Varnon

Winona H. Varnon is the Deputy Director for Law Enforcement, Facilities Services, Integrated Resiliency Programs, National Security Intelligence Programs and Fine Arts, in the Management Division. Winona has 31 years of experience in the areas that she leads and in the Federal Government. She started her Federal career as an Attorney with the Department of Justice and has held several Senior Executive Positions. She earned a Master of Public Administration from Harvard University in 2001, a Juris Doctor from Howard University in 1986, Master in American History from Alabama State University in 1983, Bachelor of Science in Criminal Justice from Alabama State University in 1982. Winona joined the Federal Reserve Board of Governors in April 2017 and immediately became a member of the FRB Credit Union. She has been a Trustee at each Church she has been a member of for 32 years managing financial statements, review of financial audits and stewardship of the Church’s overall budget and finance. She also helped to start a credit union at the Gethsemane Baptist Church in Washington, DC in 1997 and that Church’s credit union is in operation today. Winona lives in Maryland with her husband Hare and they have one son, Cameron.
